THE BULGARIAN SITUATION.

Sofia, October 6.
The garrison at Shumla have enquired of the Bulgarian Government if they intend to make yar against Russia. The Government denied having thought of such a proceeding, and condemned the enquiry. General Kaulbars, who is ' touring through Bulgaria and Roumella, has been coldly received in these provinces. He ordered the Military Commandant at Rustchuk to release the prisoners implicated in the deposition of Prince Alexander, at the same time offering him a reward for so doing. The Commandant, however, refused. London, Ootohea 7. It is announced that the British Government favor the proposal of Austria lor a Conference of representatives of the Powers to discuss the Bulgarian difficulty.
