The following extract from a letter from Colonel tha Hon Sir George Whitmore to Mr Walker, M.H.R., nnder date Sept. 23, has been banded to as for publication ; ' “As yoa were informed by the Hon Mr Balance’s letter of the 2nd inst., it is impossible from the amonnt available this year for capitation to make the •bang# of status wnich you desire in favor of the Ashburton Guards. The exceptional case you quote is by no means a ease in point, haying been an absolute prom ie < f old standing. As regards the Ashburton Guards, of which Mr Ballance has received favorable reports, it is intended after this Volunteer year to gazette it as a capitation corps, and provision will be made in the Estimates of next year to include the Guards.

Your suggestion of their receiving half capitation for half a year Is against present regulation, and, in point of fact, if ihe Guards were now gazetted they could hardly before 31st December qualify for captation. But Mr Ballance recognises the value of the suggestion, and before finally approving of the new Regn'atlona will consider It in connection with tbe whole nnhjeet of paying capitation to Volunteers in proportion to work done and results.”
