Sir Saul Samuel, Agent-General for New South Wales, and Sir Dillon Bell, Agent-General for New Zealand, are advocating the establishment in New Hebrides of an authority which shall be equally agreeable to both the English and French Governments. The diplomatic communications, however, which are passing between the two Governments are confined at present to the proposed withdrawal of the French troops from the New Hebrides. London, September 22. In the Commons to-day Mr Stanhope Secretary to the Colonies, in reply to a question, stated that the negotiations between the French and British Governments regarding the recidiviste question were at a standstill, but Government would continue to urge France to cease the deportation of relapsed criminals to the Pacific.
