Losdoit, Septa nber 23 In the House of Commons last night, during a discussion on the position of affairs in Bulgaria, Lord Randolph Churchill declared that the serious situation in that country might soon become critical, and therefore Her Majesty’s Government declined to formulate their views on the subject. The object of the Government would he to maintain the European concert, and thereby ensure peace.
