[SBUTXB'S TELEGRAMS—COTTBIOKT.] Madrid, September 2L Serious disturbances occurred in this city to day, arising out of a movement is favor of the establishment of a republic for Spain. A small portion of tbs Madrid garrison revolted in support of • republic, and marched through the principal streets. The authorities prmptly called out a force of loyalists, who attacked the rebels and fired, killing two officers. The remainder, finding they were not supported by the populace or the ether troops, fled to the railway station, where they seised a train, and fled from the city. Madrid has been declared to be in a state of siege.
