ASHBURTON COUNTY COUNCIL

On resuming after the adjournment a* 1.30 p.m. the following business was transacted. tinders. The Council went into committee to consider tenders. The following were accepted :—Diversion of water at Pudding Hill, B- Bennett, £l2 19s; repairing fence, plantation, Mount Hutt, D. Quinn, £l3 16s THE DOG NUISANCE. The Chairman said that at the last meeting of the Council the police h d asked the authority of the Council to put in force clause 13 of the Dog Registration Act, but this bad been refused. It had , occurred to him, however, that some of the Road Boards might like the clause in question enforced in the districts under their control. „ . ~ It was decided to refer the matter to all the Boad Boards and Town Boards within the county. COMMITTEE. The Council went into committee of the whole to consider ways and means in connection with Mr Wright’s proposal to construct an auxiliary channel from the Rakaia river. COMMITTEES. Mr Leadley was appointed a member of the Water Supply C mmiltee and the Chairman a member of the Lyndhurst Storm Water Committee. water race maintenance Mr Leadley moved—'* That this Conncil is of opinion that a mileage rate equal to tho amount disbursed in the maintenance of the water races on the southern side of the Ashburton river during the last seventeen months,, should now be levied m that district, in accordance with the guarantee given by tbe ratepayers on the initiation of the contract system of maintenance. ’ Me Coster seconded Mr Harp-sr said the motion was not necessary. When the next mileage rate was struck the Council would charge the cost ef the contract sytem to the >a*epayera on the south side of the river. No guarantee had been given by the ratepayers, there was only an understanding. The ratepayers on tho south side of the river were not trying to back out i f their responsibilities, as the motion seemed to Imply. The motion was amended, all tho words after district being struck out, Mr Wright sud that if no guarantee had been given it was doubtful whether the amount could be recovered. The Council could levy a mileage rate, but not a differential mileage rate. Mr Coster said that if the Council could not levy the ra'e it cou’d be made a charge againtt the ridings affected, Mr Wright would object to such a course; It would be a most unfair appropriation . Mr Leadley said that the district in question was indebted to the rest of the county to the extent of about £4OO, and it was only reasonable that it should be asked to le—fund the amount. The motion was then put to the meeting and carried. Mr Wright moved that notices for the recoveiy of the rate for cloariug races in the disirict south of thi Ashburton river be now issued. Mr Leadley seconded tbe motion which was carried. The Council thou adjourned.
