A.letter upon “Federation and Home Rule” in the Times, of July 29, from the pen of Sir Julius Vogel. Sir Julius seems to be favorable to the principle of Mr Gladstone’s now happily defunct Home Rule for Ireland, but thinks that the right honorable gentleman went the wrong way to work. Sir Johns, while opposed to the idea of federation of particular groups of colonies, approves of the same applied to the whole empire. He would make federation compulsory, leaving each constituent part of the empire the fullest freedom in regard to itg own private local affairs.
