Triumph of Russian Diplomacy

A proclamation has been issued by the Provisional Government ot Bulgaira which invokes the protection of the Czar for the people of that country. London, August 23, The Times this morning, in a leading article on the coup d'etat in Bulgaria, says it regards the deposition of Prince Alexander as a triumph of Russian diplomacy and a reverse to the English Berlin, August 23 The semi-official Berlin Post, the organ of Prince Bismarck, in an article to-day, expresses the opinion that the deposition of Prince Alexander solves the situation in Eastern Europe, which had become one of danger. Austria,
Germany and Turkey, it slates, acquiesce in the Prince’s deposition. The Post further maintains that the event frustrates England’s hope that the solution of the Eastern question would be secured by a duel between Austria and Russia, and without sacrifice on her part, Sr Petersburg, August 23.
The newspaper Novosii to-day, referring to the Bulgarian crisis, statrs that it is probable that Russia will j pursue a course cf direct intervention ■ with a view to the establishment of a new regime in Bulgaria.
