Serious Outbreak.
[iICTEB’s TELEGRAMS — COPYRIGHT.] Constantinople. August 19. Relations between Bulgaria and Servia have again become seriously stained. Both countries are now arming in view of a possible renewal of hostilities. Constantinople, August SO. The sittings of the Turco-Bulgarian Commission for the revision of the Organic Statue of Roumelia which have been recently held at Sophia have now been suspended, the representatives of the Porte and Bulgaria having been enable to agree upon a basis for settlement.
