SAMOA.
Agreement between.the Powers,

It is announced in Berlin that the Powers interested have come to an agreement, whereby no alteration can be made in the status of the Samoan Islands without the concurrence of all the Powers concerned. State Commissioners will be sent to Samoa with a view to arranging a lasting settlement of the difficulty. It is also reported that the German and United States Gwernmenls advocate certain consular changes in Samoa, but that the British Cabinet are opposed to the proposedfalterations.
