LONGBEACH ROAD BOARD.

The ordinary monthly meeting of the * Longhead) Ro vd Board was held at the I Board’s olfiie, Longbeach, on Friday | Piesent —Messrs Grigg (Chairman), S. 8. Chapman, J. Williams, J, Davies, andJ. Bishop. GO;iRE9I’ONDKNCE. •The following correspondence was read .—(1) From the Ashburton County Council, enclosing plans, &c,, of the proposed Irrigation scheme for distribution (2) From the NZ. llailway League, enclosing copy of petition to Parliament praying for railway reform, espscially for a commission to examine into Mr Valle's scheme Received. —(3) From Mr Dayman, asking for an increased price for his contract for forming Terrace road, owing to having to repair the road several times on account of floods. Resolved —

That the Board cannot depart from its , custom by making an increase in contract [ price, especially as the contract might v tiave been completed during the autumn.” 8 —(4) From Messrs Wills, Wheeler, and j others, drawing the Board’s attention to a the state of water race ford opposite Mr e Frampton’s, to the advisableneas of , metalling the road at that point, and ask- | ing for an outlet from Mr Chapman’s , drain into the County Council drain, in , order to relieve the road Mr Wills inter- ] viewed the Board in support of the peti- ( tion, and it was mutually agreed that Mr Wills, in conjunction with Mr Chapman, should make an outlet to the Council's drain, the Board to make ford in lieu of culvert opposite Mr Wills’s, and to find timber for flood gates. It was also resolved to draw the Council’s attention to the bad state of the fords on Osborne’s and Horsey’s roads. TERRACE CUTTING. Mr Wilson interviewed the Board with reference to his former pefition, praying for a cutting down the terrace to his land at the mouth of the Ashburton river, in which the Board was asked to expend £3O i on land valued by the owner at £39. , The Board decided that it could not spend r the ratepayers’ money as proposed. . WHEATSTONE UK AIN AND OUTFALLS. , Messrs Williamson and W. Croy interj viewed the Board, and stated they had been given to understand that the Board ’ contemplated closing the culvert on the 1 road leading into Mr Grigg’s paddock, a If such were the case, they asked the J Board to reconsider the matter. The

Chairman said the Council in making the Wheatstone drain had cut through this creek, and so diverted the water into another. It was for those interested to say whether it was right that tho creek should take its quota of flood water from the drain, or only its own water. Mr Croy thought the water in every case should follow iti natural course towards tho sea; he said ho had been accused of stopping tho water at the corner of Mr Grigg’s paddock. Ho explained that ho had not done so, and that the water doing tho damage came from tho overflow at tho Wheatstone drain. The Chairman said this was a County Council a matter, and one not affecting tho Board. The deputation thanked tho Board and withdrew. It was resolved to take no action with regard to tho matter referred to by Messrs Williamson and Croy,

[.SURVEYOR'S REroBT. Tlio Surveyor’s report was read as follows; (1) Wood’s creek: We have examined this creek above Graham’s road with a view of ascertaining the cause of a quantity of water flooding Graham’s road some distance below the proper outlet of creek. We And that the creek which now runs along- the boundary between rural sections 21215 and 18077 requires cleaning out the whole distance of the boundary. If this belongs to part of the water supplylsohome it should come under the notice of the County Council, but we should say that the place where the overflow occurs in times of flood is at (ho junction of these two sections and It.S. 17101, where the bank is exceedingly low. It a bank were made on the south side of this and the creek cleaned out there 1- very little [reason to doubt that the water would confine itself to its proper course. —(•.’’> Griffith's road, side drain : The contractor has been making fair progress with this work, considering the time of year it is being done. He states his inability to finish the lower portion for a time on account of the large quantity of water to contend with and no means to divert it from its present course so as to enable him to proceed with the work. We have inspected it, and consider that it would be a difficult matter to go on ; what has been done will probably help to relieve the locality to a certain extent of flood water. — (3) Waterton road; The bridge over Ford’s creek on this road is in a bad state, owing to the water having scoured behind the wings, and as the bridge is evidently not wide enough to carry all the water that is now sent down this creek, we are of opinion that it should be taken up and a large open ford made in lieu thereof.—(l) Mill road.—We have inspected the lower portion of this road, the subject of complaint at lost meeting, and find that owing to the large quantity of water that flews down the side drain from opposite Williams' corner to the gully, about twelve chains further down, has had the eSeot of scouring away the lower portion of the drain, and taking away the fence. The drain should be made wider, and a concrete fall or shoot made to prevent scour; we, at the same time, point out that it is evident that a quantity of water from the Council’s drain crossing the Beach road, distant about sis chains from Williams' corner, finds its way down this road. The cause of this seems to be the inefficiency of the swing panels erected on each side of the > road, which should be made wider, and not liable to catch debris'} it is also said that water from Ford’s creek comes this way, I Probably if these two matters were rectified there would be but little occasion to do much to the drain.—(s) Waterton road, overflow at McAlister’s: It would seem that the storm water is unable to get to its proper outfall at the junction of this road and the Mill road, owing to the quantity of water coming from the water race between this and Ford’s creek, and also from the creek above McAlister's. If a stank was made on the south side of the watar race it would probably act as a preventive, and allow a drainage from McAlister’s. —(6) Terrace road: The contractor has reported thejcompletion of the formation of this road, but as we have been unable to inspect we give a provisional certificate for amount due.—(7) McLennan’s road, side drain: We have let the deepening of this

drain, as authorised at last meeting, to W. Kennington,|at 8s per chain.—(B) Ohatmoss road: The contractor for making the side drain is progressing with his work.—(o) Surveyor's road ; We are having a ford made in lieu of concrete culvert on this road, with the concurrence of the Chairman. —(10) Longbeach and Waterton road The taking np oulverts, and fords making in place thereof, and the side drains along the roads have been completed.—(ll) Maintenance : The main, tenanoe man has been engaged in filling up holes in various roads.

Clausa I—The Surveyor was directed to send notice to Mr Woods of the state of

fence appoint where Wood’s creek enters his property and direct him to| erect proper swing panels, also to ascertain if this is a county race, and if so to request County Engineer to compel the occupiers to ereot proper bank to confine the water and have race cleaned out.—

Clause 3.—The Surveyor was directed to call tenders at once and the Chairman was empowered to accept. Clause 4.—Resolved that the Council’s attention be drawn to the awing pannels ; also that stanks be erected on sonth side of water race on Waterton road. The Surveyor t > have concrete fall made. Tne remainder of the report as adopted. SIDE DRAIN, LONOBEAOH ROAD. Resolved that tenders be called tot widening and deepening creek from Chapman’s creek to Heasley’s. BOUNDARY ROAD. Resolved that tenders be called for forming sides of this road from Willowby to Grice’s. PAYMENTS. The usual monthly accounts were passed for payment, end the Board adjourned, jjg
