The debate on the Pacific Islands question, and more particularly that phase of it which relates to the New Hebrides group and the recent action of France therein, will probably be resumed to-morrow evening in both branches of the Legislature and the result will be looked for with considerable interest. Practically the same issues are submitted to both Chambers, though the propositions now before the House are more numerous and various than those as yet before the Council. The position of the question before the House is as follows:—First there are the resolutions of the Pacific Islands Committee, tabled by Sir George Grey, the main feature of which is the recommendation for the appointment of a mixed Commission representing England, France, Germany, and the United States for the management of Pacific Island affairs, in which the interests of the subjects of either Power or the independence and security of the native people are involved, and upon this the amendment of Mr Scobie Mackenzie, worded in identical terms with the motion in the Council of Sir Frederick Whittaker, and which affirms the expediency of withdrawing opposition to the acquisition of the New Hebrides by France on condition that the deportation of recidivisms to the Pacific be wholly discontinued, that guarantees be given for the maintenance of civil and religious liberty, and the island of Rapa be made a British possession. Then there is Mr Ormond’s amendment in favor of a policy of nonintervention by any European power in the Pacific and the guarantee of the independence of the islands, and Mr Rolleston’s which affirms the confidence of the people of New Zealand in the British Government, and leaves the whole matter in the hands of the Imperial authorities. We have already indicated, in a previous article, our I dissent from Sir George Grey’s proposal [ which we deem wholly impracticable, and there are objections equally valid though less weighty, perhaps, to each of the amendments as yet moved. For it is not to be doubted that there is a very strong opinion prevailing in the colony against the cession of the New Hebrides to France, 'albeit if this should prove to be inevitable then unquestionably an effort should be made to make the best of the situation and
to obtain some countervailing advantage. What, therefore, would be the best possible outcome of the debate
would be the affirmation of resolutions
which would cover the whole ground and provide for all the contingencies of
the case, and we are therefore glad to
see by a Supplementary Order Paper
Just to hand that the Government has at last taken the step which it should
have taken at the very outset and tabled
resolutions which are to be moved by
Sir Julius Vogel, and which, in all probability, the House will accept. Shortly
stated, these resolutions or rather
amendments on thejoriginal proposition*
affirm the desirableness of the main*
tenance of the status quo ante as regards
the New Hebrides, that is to say, the
continuance of the agreement foi non-
nterfcrence, but recognise the possibility of the Imperial policy requiring a withdrawal of England’s opposition to the abrogation of that agreement in favor of France. In this latter event it is asked that all the guarantees demanded by Sir Frederick Whitaker’s resolution, viz, for the cessation of the deportation of criminals, for the maintenance of civil and religious liberty and also the cession of Rapb to Great Britain may be taken and obtained, while the further proviso is added that no opposition shall be offered by France to the future annexation of the Harvey group. This series of resolutions meets the case in either alternative and is, therefore, we imagine, likely to commend itself to the acceptance of the House.
Irrigation
