The Marquis of Hartingtou has issued an address to the electors of the Rossendale division of Lancashire, in which he urges it is necessary Parliament should represent the whole kingdom, and that the powers conferred on subordinate bodies should be delegated and not renounced, the right of control being reserved to Parliament. His Lordship further contends that such bodies should administer justice, by the authority of a responsible Parliament.
