Sin, —I have been waiting patiently for the last five months to see the advertisement calling for an election of one candidate to serve upon the above local body in the toom of Mr Robert Ennis, who resigned his seat so as to enable him to undertake contracts from the Board {he being the only contractor the Board employs.) I will relate the circumstance that makes me anxious. There are only four members of this Board, and the Chairman can, if any one member vote with him, carry any resolution ho hai a mind to, against me wish of the other two members, by the exercise of his ousting vote. Surely this power should not be in the bands of any one, neither do 1 suggest that it has been improperly exercised. But still it may be, and lam of opinion that the affair should be taken notice of. - , The Act also provides that a table of work shall bo annually laid before 'he Board and that the Board shall adopt the same or otherwise. 1 maintain that before any other works are executed, the works upon that adi p'ed table as laid before the Board must he done, then any money that is availab'e may be used as the Board may direct. 1 am sure the work at Houston’s creeks, and formation on to Ford’s read were never in ths advertised estimate for the year 1886. Yet I see it is let to Bow and Meharry, at Bs. 1 hereby protest against this, as the work is not of any benefit to anybody except the owner of New Grove Farm. . . , I will refrain from the subject of building a concrete bridge at this time of the year, as it is well known no one but a fool would suggest such a thing.—
