Mr Joseph Chamberlain has rejected the final appeal of Mr Lahouchere, who on behalf of the riumerous Radicals urged him either to support the second reading of the Home Rule Bill or to abstain from voting when the division took place,
London June 8
In the House of Commons last night the debate on the Irish proposals of the Government was continued. Mr Parnell spoke, and announced on behalf of the Irish party he acquiesced in the principle of making the proposed Irish Parliament subject to the Imperial Parliament. He denied having in any way abused the power entrusted to him, and stated that the Home Rule Bill would have the effect of speedily putting a stop to outrages in Ireland. He expressed the opinion that the Bill would prove a premanent treaty of peace between England and Ireland.
Sir Michael Hicks-Beach, who spoke next, complained that the Bill destroyed the Union, without satisfying national sentiment.
Mr Gladstone appealed to the House to vote the principle of the Bill, which he declared would make the Union close.
Upon a division being taken the Bill was rejected by 341 10311Upon the result being known a scene of great excitement ensued. The House adjournd until Thursday next.
