His Imperial Majesty the Czar, who is on a visit to this city, was waited upon to-day by the Mayor, who presented the usual offering of bread and salt, accompanied by a loyal address. The address stated ihat the restoration of the status of the Black Sea fleet would strengthen the belief that the Cross would shortly shine above the dome of the mosque of St. Sophia at Constantinople. The Czar n reply avoided any allusion to the object.
