Proposals.

(KBUrER’s TELEGRAMS —COPYRIGHT ) Sydney, Yesterday. The papers relative to the scheme oi defence recommended to the Colonies by Admiral Tryon has been made public. He suggests that the Colonies should bear the cost of a number of vessels which will be under the control of the naval authorities.
