Maj r Atkinson met about twenty settlers at Uuhotu yesterday, re native affairs. These were merely a repetition of the general statements made before, which went to show that the settlers were subjected to petty annoyances, but no one anticinated anything in the maanlima of an outbreak M»j >r Atkinson s» d settlers in native disirio s, unfortunately, must expect little annoyances, but ho sympathised with them, and strongly condemned the removal of the Constabulary as tending to intensify the delusions of the natives that the land was conning back to them. Ho would do what he could to get hotter police protection in the district.
Auckland
Major Waddell laid the foundation stone of the Free Public Library and A.rt Gallery to-day, in the presence of 2,000 spectators. Sir G. Grey, Sir F. Whitaker, and Sir M. O’JRorko delivared speeches. The latter expressed the hope that the Auckland members would stand together and bring back from the Assembly the requisite funds to erect the Auckland University buildings. A guard of honor of Volunteer.' was present, under Colonel Ljon. The Mayor gave a banquet in the evening, at which City Councillors, all ex-Mayors, and representatives of public bodies were present Sir G. Grey proposed the toast of '* Success to the Free Library and Art Gallery.” Well inton.
The following are the amended regulations under the Fisheries Conservation Act:—Paragraphs 2, 10, 11 and 12 of old regulations are revoked, and the following substituted: (2) Nothing in these regulations shall be deemed to prevent any Maori from taking oysters or indigenous fish (exclusive of and other amphibious mammalia) for consumption of himself and family and not for sale; nor shall they extend or apply to the taking of indigenous fish with rod and line. (10) The mesh of every net or seine used for the purpose of taking fish in tidal waters shall measure diagonally when prepared for use, wetted and stretched, eot less than 2in, unless such net be a bona fide garfish net or herring net, and used for taking garfish or herrings only. (11) The mesh of every garfish net shall measure diagonally when prepared for use, wetted and stretched, not less than lin. (12) The mesh of every herring net shall measure diagonally, when prepared for use, wetted and stretched, not less than I^-iu. Mr Booth opened his temperance mission here to-night in the theatre, the building being packed. The chair was taken by the Chief Justice, who, together with Mr E. Wakefield, M.H.R, delivered addresses.
A man named Nicholas Brierston threw himself off the railway wharf, and refused say assistance to help him out, declaring he was tired of life. He was, however, ultimately got out, and locked up, but subsequently was removed to the Hospital er medical aid.
The body of a man round near the refrigerating works has been identified a* Peter Fleming, formerly employed as cook on one of the Government steamers.

The Civil Service literary prize of L 25 for the best essay on “ Land laws and their effect, social and economical, etc., upon the condition of the people ’’ has been awarded to Mr Edward Gordon Allardyce, lately of the Electric Telegraph Depratment. Mr Guinness, M.H.R., addressed a large meeting ot his constituents at the Public Hall this evening (the Mayor in the chair), and spoke over two hours in reviewing his own actions and the work of the session. He was listened to attentively throughout, and received a hearty and unanimous vote of confidence at the close. An amendment of no confidence was proposed, but only one band was held up fcr it. Nelson. At the annual sitting of the Licensing Committee all the eleven o’clock licenses were granted. Mr J. Harl y made an important representation. He said the Committee had police reports for their private perusal and guidance, and he urged that such reports might be inspected by those interested. He said thoreport might state that a house was indifferently kept without going so far as making an objection, and that such report would infinance the Committee. He urged that owners of houses and others interested might have the opportunity of seeing these reports, and so be able to insist that they be properly conducted, thus protecting their interests. After a deal of argument the Committee stated that the police reports could be inspected as asked for. „ Dunedin. A farm manager named MoOormachie bad his leg fractured by his horse shying at a trap, in which were Mr Fulton. M H.R., and his daughter. The horses in the buggy also took fright and bolted, the buggy going over an embankment, Mr Fulton and his daughter escaped with a shaking. Mr Fulton got another trap and drove the man to town.
