Mr Service, reply to Mr Stout’s circular on the subject of Federation, has been made public. Mr Service expresses regret that the New Zealand Government did not formulate its views earlier, and states that the Federal Council, as proposed, would in no wise interfere with the local autonomy the respective colonies. Mr Service concludes by expressing his conviction that the Federal Council if deprived of the power of legislation would be no better in respect than the recent Conference.
