Sib, —Would you kindly inform me, through the medium of your widely circulated and instructive paper, whether a man wheeling a wheelbarrow over the railway at otherwise than a walking pace can be prosecuted by the police under the existing Railway By-laws.—l am, etc., Pro Bono Publico, [We think not.— Ed. G ]
