Under the administration of Beaconsfield, England would doubtleea bare resented the encroachments of Russia before this in a manner that would have left the Czar no alternative but to withdraw or fight. But the present Government ia one professing peace principles—which mean in fact that it will not go to war with any first-class power if any reasonable sacrifice will avert it. The popular taste for conquest ia maintained by an aggressive policy toward savages and heathens, incapable of any lasting resistance, cr of forming an alliance with any European or other firstclass nation. In the eyes of uncultured America this policy does not appear very noble or Ohristian-like, but our national business sagacity is compelled to admit that it is a very economical one.
