Melbourne, To-day. The Hon J. Service, the Premier, has presented a memorandum to the Governor, in which he expresses disappointment of the colonies in connection with the affairs in New Guinea. He contends that the colonies should have the limits to their responsibility strictly defined, or else be allowed to exercise control over the expenditure in New Guinea. He adds that his Government is not prepared to increase the L 15,000 guaranteed without further information.
