The House of Lords to-day had under discussion a motion by Earl Rosebery for the appointment of a Committee to consider the best means to promote the efficiency of the House of Lords, an amendment being moved by Earl Granville, Foreign Secretary, favoring the creation of life Peerages. After a long debate the amendment was negatived. The discussion on the original motion stands adjourned. The Vatican in Danger. Rome, June 21. In consequence of fears of dynamite outrages on the Vatican Buildings being attempted, stringent precautions have been taken to frustrate any plot. Obituary. The Hague, June 21.
