New Zealand should be now enjoying exceptional prosperity \ causes which, I think, are removeable produce the depression which is driving away capital, paralysing enterprise, and reducing the | power to employ labor and encourage industry. At present public men appear to be separated, not so much by practical as by theoretical questions.
