The proportion of reserve to liabilities has advanced 2 per cent, and is now 36 per cent. The Bank rate of discount remains at 3 per cent, and the market at 2%. An Arrest. London, Jan. IT, John Herd and Co., of Liverpool, traders in corn on a large scale, became insolvent, and have been arrested on charges of fraudulent dealing. Cardinal Manning. Cardinal Manning, Archbishop of Westminster, is suffering from indisposition. The Stranded Steamer. The salvage operations are being actively pursued on board the stranded steamer Duke of Westminster. The vessel has not yet been floated. * The War in Tonqnin. Hong Kong. Jan. 10. A force of 2,000 Chinese troops is about to be despatched to Hainan as ? corps of defence for the island against a possible attack by the French naval force now stationed on the coast of Tonquin. [Received Jan. 12, 1.10 p.m.] The Port of Canton Blockaded. Hong Kong, Jan. 11. Li Hung Chang, Viceroy of China, has arrived at Canton and has officially notified to the foreign Consuls that th* approaches to the Port of Canton are to be forthwith blockaded by torpedos, but that a channel, 90 feet wide, will be left for the passage of vessels along the river. The Wine Duties. London, Jan; 11. . The Hon. H. C. E. Childers, Chancellor of the Exchequer, has informed the Colonial Agents-General, that the concessions recently made to Spa|tL.|p regard to duties on wine will blTextended to the colonies. The communication states that a limit of thirty degrees of spirit strength must not be exceeded, but adds that Mr Childers will take into consideration the proposal of the Agents-General that a sliding scale of duties should be adopted.
