The International Cable Conference, which cat at Paris recently, agreed to a convention which was signed by the delegates of the thirty-two States represented, the only question which remained to be decided being the protection of the cables in time of war. This point had, however, been reserved for diplomatic discussion between the Powers. The convention will aprdy, outside ter itorial waters, to all submarine cables legally established which touch land on the territories or possessions of the contracting parties. The latter bind themselves when they authorise the landing of cables to impose conditions for the protection of the cables, and ships employed in the laying or repairing of cables will have to observe the rules adopted by common agreement for the avoidance of fouling. The tribunals competent to deal with infractions of the present convention are to be those of the country to which the ship in fault belongs.
