Sir, — I notice by your report of the Borough Council meeting on Monday night that Mr Walker has laid a claim against the Council for damages for the flooding of his house, and that in refer-ence-to the same the Council has agreed to instruct the Engineer to see that the flooding in that quarter is put a stop to. I happened to see this place when it was in flood the first time, and after that flood the Engineer was, I believe, instructed to see to it by the Works Committee, the result of this seeing-to being that four small boulders and two clods were placed in a channel at the corner of Havelock and Winter streets. Fancy, Sir, anyone trying to stem a flood of water coming from and being the accumulated drainage of about one hundred acres of ground with four boulders and two clods, and then'not at the right place at all ! I have heard of a certain old lady who tried to sweep back the tide with a broom. But she at least faced the situation : but our old ladies put the four small boulders and two clods about one hundred and fifty yards from the scene of action. Now, Sir, seeing that four small boulders and two clods are expected to stop such a flow of water, don’t you think that the pieces of shingle lying about the channels may be the cause of ihe overflow of water at every street corner whenever we have a few hours’ rain.—l am, etc.,
