The Marquis Tseng, the Chinese Ambassador, accredited to the English, French, and Russian Governments, is now in this city, and has commenced negotiations for the solution of the French-Chinese difficulty. ‘ 1 Insurrection Threatening. . ■ ,'] Vienna, Sept. 6.. The disorder and disaffection of the inhabitants of Croatia continues-to increase daily, and open revolt, is rapidly developing. Reinforcements for the garrison of the province have been-dis-patched with a view of checking the attempt at insurrection. ' y ‘

The Marquis Tsang, Chinese Envoy, had an interview to-day with M. Chainlet Locour, the French Foreign Minister, at which he made a proposal for the peaceful settlement of the Franco-Chinese difficulty on the baSis of the adoption of Tonquin as a neutral zone. It is understood the proposals will be favorably received by the Foreign Ministers. Admiral Pierre. Admiral Pierre, lately commander of the French naval forces at Madagascar, has arrived at Marseilles seriously ill, and it is feared his condition is hopeless. Ihe German Envoy. ; . Berlin, Sept. 6. Herr de Brandt, Imperial German envoy to China, will return to Pekin at an early date. 1
