The objects of the proposed By-Laws are to protect the races and other waterworks constructed or which may hereafter bo constructed by the said Council within the County of Ashburton against trespasses and injuries of all descriptions ; to empower the Council to make and levy charges or rates for the maintenance and repair of such waterworks; and generally to secure the proper maintenance and administration of the sud waterworks.
