In all reacon are not sufficient public-houses in the town without going into the suburbs ftp /encourage the vicious habits ot meh whp, perhaps in the sight of their feliowmen, abstain from appearing, too often in the public-houses in the town, where' they - can be seen, and which have proper police surveillance. To establish public-houses in our suburbs will be prolific of sly drunkenness of. men who could' not,-do the same in town.
