A COMPLAINT.
To the Editor. ; Sib, Will you permit me’ to ask through your columns—Why when complaints are laid before the Borough Council of the neglect in not removing the night-soil, the cause of compla-ttt is not removed ? Surely this is a serious matter at this time of the year, and'if, It is not in the power of the Council to nss into it, then to whom should we apply ?—I am, etc. Resident.
