Childers has assumed the position of Chancellor of the Exchequer, vice the Right Hon. W. E. Gladstone, resigned. The proposed expedition to Tonquin has been abandoned owing to the division of opinion in the Cabinet as to the necessity for the establishment of a French protectorate over the territory. The discussion in the Cabinet

The North German Gazette announces, in an article to-day, that communications have recently passed between England and other European powers regarding the Suez Canal, and that the British Government proposes to ensure the maintenance of the neutrality of the canal by the establishment of a joint European protection.
