BOROUGH COUNCIL.

The ordinary fortnightly meeting of the above was held last evening. Present— His Worship the Mayor, and Councillors Roberts, Friedlander, St Hill, Nelson, Bird, Ivess, J. Orr, and Harrison. Mayor’s Statement. —The Mayor re-

ported the debit balance, at the Bank to be L 1,082 Is 10d. Correspondence. was read : —From Mr Thomas .Bullock, enclosing acdount sales of t?otough reserves let by auction.—From, Messrs, Cullen and Dally, expressmen, askihg’for ! a refund of foes paid by them for a second carrier’s license. The Mayor said that the by-laws required that the writers should pay both fees, and must be adhered to. The matter then dropped.—From Secretary Ashburton Athletic Sports Ground Company, asking for 2,500 loads of earth at threepence per load. .The Mayor said in -rtf. r to this lhat ;was of the same opinion as he nad expressed at the last meeting of the standing Mr Cox’s 1 iti Titfi Guardian. He thought they jWould be doing foolishly in selling this* earth, as there, was not a yard of it to spare.—Cr St. Hill endorsed all the Mayor had said, and adde 1 that ho was authorised by the Engineer to state that there was positively no earth to spare. The earth was really required by the Borough, and it would be most foolish to sell it. —Or Nelson thought there was a misunderstanding somewhere. Ho was distinctly under the impression that the Engineer had said that there was 3,000 yards of earth to spare, and the reason that he had moved in the matter at last meeting was, that he was so disgusted at noting the difference between the report rent in by the Engineer to the Works Committee, and that furnished by him to the Council. Since that, he (Cr Nelson) had heard that the Engineer had on one occasion reported that there were 12,000 yards of earth to spare.—Cr St. Hil l defended the Engineer, and several other Councillors having spoken, it was resolved to decline the application of the Sports Company.

Inspector of Nuisances Report.— This report waa read and adopted. Engineers’ Report. This report' was read as follows : —The labor gang

have been employed in forming pari'of West street, and railway crossing in Havelock street, shingling in Wills street, making and fixing culverts, digging round trees in Baring square, cleaning out water race which is now nearly completed, attending to water supply, etc. Mr Bradley* the contractor, has commenced operations for laying the' kerbihg and channelling at the junctions of streets on the west side of the railway line. The Works Committee on our recommendation with the concurrence of the contractor, resolved to execute this work in cement concrete instead of asphalt.—The report was adopted. The Mayoralty. —Mr Braddell, Returning Officer, officially notified the reelection of Mr Donald Williamson as Mhyor of Ashburtob, for the ensuing year,unopposed.—Gr Ivess, on behalf of the Council, congratulated his Worship on his re-election to the Mayoral chair, and referred in the moat flattering terms to Mr Williamson’s services in the past, and the general- satisfaction which-his reappointment had given both to the Councillors and the burgesses at largo.—His Worship briefly replied, thanking Cr Ivess and the other-Councillors present for their kind expressions of good will, and assuring them that he had/,always -'striven and would always strive to do hift -duty. His Worship resumed bjs seat amidst applause. T Tenders. The tender of Mr John Davidson, for valuation of;,the Borough was accepted at L 23. —Mr Heaeltine’s tender for dbg collars for 1883 was accepted on the following terms:—fid each for new collars, and 2£d each for rebadging old collars.

The Cattle ,>V anderino . —Or Harrison drew attention,once’ more to the cattle wandering nuisance,: < which was becoming a very great ope.. -. The cattle were in the habit; of straying 'into the Domain, and also on to the vacant sections on the west side of the town, across the railway line, to the rgreat annoyance and inconvenience of the public. One man had a “ yearlihg-’- oolt grazing about the locality indicated for the last three years to his (Cr Harrison’s) knowledge; and only the other day he had met a little girl in charge? of a cow trespassing. He had said, “ What, the cow here again ?” and ithe girl had replied* “Yes, -father said it would be a change, for her.” (Laughter). A paragraph had appeared in that evening’s Guardian drawing attention to the nuisance, and really something ought to. be done.—lt was resolved to ask the,palice to attend, to ,thp matter. Licenses. —The following licenses were granted :—Buildings for public meetings: Town Ball, Templar Hall. Carriers: Cullen, Dally. Hackney carriage ;JDally, Brant; McFarland, Jatret, :i A.
