He is a convict on ticket-of-leave, and well known to the police. The latter are sanguine that some valuable information will be obtained from the prisoner. The Cloture. The debate on the Premier’s proposed new rules will be continued in the House of Commons to-day. Numerous amendments have already been proposed, and a lengthy discussion is expected as the result. In the House of Commons to-day, in reply to a question, Sir Charles Dilke, Under Secretary for Foreign Affairs, stated that Government were giving all necessary attention to the

questions now affecting Madagascar, owing to the importance of English interests fin that Island. Death of “Mrs Brown.” The death is announced to day of George Rose (Arthur Sketchley). The Trial of the Rebels. Cairo, Nov. 13. Lord Dufferin is urging the Egyptian Government expedite the trial of Arabi and other rebel officers. [Received Nov. 14, 1 p.m.] Arahi’s Witnesses. It has transpired that, contrary to the understanding which was arrived at last month, the Commission of Inquiry appointed to conduct the prosecution of Arabi, now declines to allow the latter’s, counsel the right of cross-examining witnesses who give evidence for the prosecution.
