In the House of Commons to-day the cloture proposals of Wr Gladstone were again under consideration. In the course of the sitting an amendment was proposed that the Minister and not the Speaker should have the power to initiate the adoption of the cloture after a protracted debate. Stopped his Civil List. Cairo, May 1.
It has now transpired that the courtmartial which tried the Circassian officers for conspiracy to murder Arabi Pasha, Minister of War, has found that Ismai Pasha, ex Khedive, was the instigator of the conspiracy, and the Court consequently recommended that his civil list should be stopped.
