Bismarck on the Rescript. Berlin, Jan. 23. In the Reichstag to-day, Prince Bismarck made a speech in reference to the Prussian Parliament. The difficulty which has arisen between Cherif Pasha and: the Assembly of Notables in consequence of resolutions recently come to by the latter, in regard to its powers is now improving, and there are signs that an early compromise is likely to be effected.
