The Imperial Parliament was opened to-day. The speech from the throne was read by Prince Bismarck, in the absence of the Emperor. His Majesty’s address stated that the peace of the Empire was surer now than it had been at any time during the last decade. It announced that the present economic fiscal policy of the country would be firmly adhered to, and concluded by stating that a scheme of insurance for workman would be instituted with a view to improve the latter’s welfare, and counteract the growth of Socialism in the Empire.
