The ,Colonial, Secretary replied that he saw no reason why'the Act should not be brought into force here, as it had done much good in Christchurch. Mr R. J. Seddon, M.H.R., addressed the electors at Dillmante Town last evening. He admitted that the affairs of the colony had been -Very much disorganised, but the present ment had, , brought affairs to a more favorable condition. He said last session was barren as regards useful legislation.' SirG. Grey and'the-Premier were to blame for tho loss of time over the no-coqfidenco debate. • After the defeat ‘of the Opppsition, the Government/should have forced through their Licensing, Bill and‘Charitable Aid Bill. Increased taxation had been rendered necessary by feckless borrowing and extravagarit expenditure by successive administrators since 187(5. The position of the colony was consequently bad, but;with' ,tl)e vast resources, and careful future administration, it would pull through all difficulties. There- were too many local governing bodies. A reduction of these by fourfifths, would be beneficial to the colony. The first measure for n'ext session should be one to restrict the influx of Chinese. He considered that representation should be based upon population.. JJe regarded the resignation of Mr. Oliver- as a serious loss to colonial politics.'
