(Per Reuter's Agency.) The Reform Bill. Melbourne, Fob 15. Parliament resumed its sitting to-day after the recess. In the Legislative Council, the Hon. Graham Berry formally moved the second reading of the Reform Bill, and the debate was adjourned. Melbourne, To-day, In the Legislative Assembly last niglit the Hon. Graham Berry, in the course of his speech in moving the second reading of the Reform Hill, said if the ratepayers’ roll for the Assembly was fixed on the basis of that for the Legislative Council, he saw no democratic objection to the Norwegian scheme of holding a joint sitting of the two Houses for a settlement of the reform question. Municipal Borrowing. Sydney, Feb. 15. It is announced that the municipal authorities will shortly invite tenders for debentures to the value of L 7 5,000 for the comoletion of the Town Hall.
