Handicaps will be declared on the ground, and acceptances to be made within fifteen minutes after the posting of the handicaps. No horse will be allowed to compete at this meeting unless owned and commonly resident in the district previous to Noveinber Ist, In any race three horisjes must start to qualify the first horse to claim the full stake.
