Consequent on the action which is being taken by the French Government to carry out the March decrees, and complete the expulsion of the members of all unauthorised religious orders residing in France, the leaders of the Carmelites have determined to contest at law the legality of the action of the Government in ordering their expulsion; and the necessary proceedings have been commenced. In consequence of this action the sincerity of the Porte’s offer to arrange a settlement of the Montenegrin difficulty is generally doubted.
