STRAY COWS.

To the.Editok. . Sir,— lt was generally, thought that the by-laws of the Borough were,.intended to put down real nusiances and not create them, nor run full tilt against fancied ones. But judging from the absolute license which somebody’s cows have to rove about the township, bestrewing the footpaths with their droppings, it would appear as if the said laws were to be allowed to slumber. As there is plenty of grass shooting up, I would suggest to every man who has a horse, cow, calf,

goat, sheep, or ass, to turn, it out in the Bo.rough, for- 1 1 can’t possibly understand why one or two special owners of cattle should be allowed to override the rights of the community as they are now doing. Surely there is a middle course in the enforcing of our laws, seeing that we have lately heard so much “ blow ” about impartial administration. —1 am, &c., . ‘ v ■ '■*' Pair Plat.
