Town land could be given at Opunake in exchange for that at Clifton. Those who owned land in the White Cliff Block, and did nothing to improve or settle it, would not have an equal claim to be dealt with under this arrangement. South of Opunake, from Waiwa to Paingatara, is reserved for the Waiwa and other natives of that Block (17,000 acres); between that and Hone Pihana's Reserve, is confiscated land, on which Otumatua is. It is recommended that the Reserve made at Oeo for Hone Pihana be extended South to Otakeho. (Signed) Chas. Brown.
