Otaki January 7 1873 H.T. Clarke Esq. G.B. Wellington Petera and Kihawa are behaving well in this matter. I expect it will take some time to get it adjusted. The people here are becoming slaves to drunkenness. I was going to telegraph Superintendent about publicans license but I hear his time is nearly up. Heaphy can have leave. I hope arrear works are being disposed of. Natives complained yesterday of not having replies to their letters. This requires to be guarded against in future. Correspondence aids greatly to keep matters quiet. Send copies of Native Land Act 1873. Donald McLean
