G. H., 1 Oct. 1873 My dear Mr. McLean, Of course I have assented to the presentation of the Report, but it is a matter which I should never inform Parliament about except in case of necessity. On the one hand it is disagreeable to those whose claims are rejected: and on the other it would be very undesirable that the merits of officers should be advocated there.
