I do not think the fact of Mr. McLean having been at the head of another Department when the Disqualification Act passed affects the question. If he has since been and now is placed in that Department and holds an office of emolument he is in my opinion subject to the provisions of the Act - though I must say that there are some circumstances connected with the case calculated to produce a doubt.
