Welln. Monday 1.45 Dear McLean, I will read your memo immediately. By all means send over the Notes to Fitzherbert first thing this morning. He should have all the papers to read as soon as possible. But your Memo. is another matter, and on a question of such immense importance to the Government must necessarily be determined in Cabinet.
