Re the £50,000 Hawkes Bay's proportion of the North Island Land Purchase Loan. The money cannot be expended in Land Purchases £20,000 will be ample for that purpose. I propose that the £30,000 not required for Land Purchase be expended in constructing a Tramway in extension of the Railway from Waipukerau towards the Manawatu Gorge. The Tramway to be so constructed as to formation as to be suitable for alteration hereafter into a Railway line.
