Perhaps there is no one who feels more interested for the people or desires the advancement of this place more earnestly than myself, and to be looked upon as unfeeling and indifferent in a humane and philanthropic cause is trying indeed. In reading the pamphlet herewith sent, you will I think meet with suggestions, which if acted upon, would in the course of a few years greatly promote the advancement of this Colony.
