Thames Feb. 24th 1871 My dear Sir I send you herewith memorandum recommending the appointment of Boatmen - I might remark that a small sum ought to be approved for the building a small boatshed, the Telegraph people will contribute their share and I do not suppose entire cost would be more than £15.
